The instructions on submitting are in the article above. However, as I say there, I don't cover horror comics, so you may wish to keep that in mind. I also don't accept guest posts from people I don't know, and I don't run press releases unless I have something to say about them (which may not be positive).

I prefer books over webcomics because I don’t enjoy reading a lot of material on-screen, personally. (Also, I use a laptop, with restricted screen space.) When it comes to content, I enjoy all kinds, from lengthy complex stories to a run of great strips. Does that help?

Having been originally directed here from a webcomics review site, I see that you do have a webcomics category but explicitly note a preference for “book-format” comics. My question then is — is the dichotomy being drawn between print and web, or between collected volumes and disparate weekly strips?
