Hell Girl does feel like a hodgepodge of religious beliefs. I don’t think anyone would be happy with it’s metaphysics.

I’m surprised there is still a following in Hell Girl. I liked the idea, but was greatly disappointed by Hell Girl herself. I agree with you in how she goes about her business without a care and the protagonists need to kill to be happy.

I kind of think that the morality of Hell Girl is supposed to be aggravating. It’d probably look even more so in a Buddhist context, where Hell isn’t an eternal state, and so directly opposed to the punishment Hell Girl offers.
