it’ll take more than a hurricane and zillions of gallons of oil to kill new orleans. we’ve been here for a long time.

things are different but we get a little touchy when people refer to our city in the past tense–we are still here, it is a lovely place with comparatively few axe murders.

Departed in the sense that, after Katrina, it will never again be the city it once was. Departed also in that this city he portrays is gone due to the passage of time. I was trying to be poetic and draw a parallel between the murders of its inhabitants and the death of the city itself — it may not have come across as clearly as I hoped, though.
