While Miller didn’t draw the glasses based on Star Trek, anyone today reading is likely to conflate the two, I think. Great point about the Cyclops reference.

I always thought the Mutants' eyewear was meant to evoke Marvel's Cyclops, leader of the mutant X-Men, and that the gang was meant to represent Marvel's growing dominance in the marketplace and specifically the popularity of Uncanny X-Men at the time. Besides, there was no Geordi LaForge when The Dark Knight Returns was originally published.
